Today, the Jersey City Police Department announced the arrest of a former payroll employee of Goya Foods following a meticulous, months-long financial investigation that uncovered more than $274,000 in stolen company funds.
In August 2025, the Jersey City Police Department was contacted by Goya Foods regarding suspicious payroll activity linked to a former employee, 54-year-old Jennifer Kutler. Detectives immediately launched a comprehensive investigation, including a detailed review of payroll records, financial documentation, and bank transactions. The investigation revealed a sustained pattern of fraudulent activity spanning more than a year, from 2023 through 2025, resulting in a total loss of $274,231.90.
Mayor James Solomon is praising the department’s efforts, emphasizing the importance of thorough investigative work and public trust. “This case shows that Jersey City takes all crimes seriously and that our police department has the expertise to handle even the most complex investigations,” said Mayor Solomon. “I commend our detectives for their diligence and their commitment to protecting businesses and residents alike.”

Based on the evidence uncovered and Jennifer Kutler’s access and role within the payroll department, she has been charged with the following offenses:
- 2C:20-4C: Theft by Deception
- 2C:20-25C: Computer Criminal Activity
- 2C:21-17a(1): Impersonation
- 2C:21-15: Misapplication of Entrusted Property
Jennifer Kutler was arrested on February 6, 2026, by the JCPD Criminal Warrants Squad. The investigation was conducted in coordination with the Hudson County Prosecutor’s Office.
