Secaucus Town Employees Charged with Theft

Detectives from the Secaucus Police Department received information from a resident in March 2025 that several indivdiuals employed by the Secaucus Recreation Department were also co-owners of Crystal Clear Pool and Spa Management. It was further alleged that John T. Schwartz, Manager of Recreation Facilities, Frank N. Flanagan, Special Events and Maintenance, Joseph Ferrara, Assistant Manager of Town Pool and Megan R. Wofsy-Flanagan, Head Lifeguard, were utilizing their positions with the Town of Secaucus to commit thefts from the Town of Secaucus, which would further the pecuniary gains they received via their private business. While on the Town of Secaucus payroll, Frank N. Flanagan, Joseph Ferrara and Megan R. Wofsy-Flanagan were overseen by John T. Schwartz.

During the course of the investigation, detectives utilized surveillance, undercover police officers and other investigative means. The investigation revealed John T. Schwartz, Frank N. Flanagan, Joseph Ferrara and Megan R. Wofsy-Flanagan were all participants in numerous thefts from the cache of various pool chemicals purchased by the Town of Secaucus and stored at the Secaucus Town Pool on Koelle Boulevard. Thefts sometimes occurred on a daily basis when these individuals were both on the clock and off the clock of the Town’s payroll. It is estimated the value of these thefts is in the thousands.

They would then transport these chemcials and use them to service pools the company (Crystal Clear Pool and Spa Management) was personally contracted to service. Despite these pool chemicals being property of the Town of Secaucus, Crystal Clear Pool and Spa Management would charge their customer for the chemicals utilized, thereby derving a profit from the use of the stolen property. These private pools were located in municipalites within and outside Secaucus along with others in Hudson, Bergen, Morris and Somerset counties. Furthermore, some of the private pools were serviced while some of the employees were simultaneously getting paid by the Town of Secaucus. Additionally, some individuals who do not work for the Town of Secaucus or reside in Secaucus were involved in some of the thefts of pool chemicals. More specifically, they were observed committing thefts of the Town’s pool chemicals alongside some of the owners of Crystal Clear Pool and Spa Management. A Town of Secaucus vehicle was also utilized on occasion during the servicing of a private pool.

Crystal Clear Pool and Spa Management, for a fee, procures lifeguards at various private pools. Since some of the owners of this private company are also in charge of overseeing the Town of Secaucus’ lifeguard program, they utilized their personal company as the entity to certify lifeguards. However, a fee had to be paid to Crystal Clear Pool and Spa Management for their certification. The same individuals certified by Crystal Clear Pool and Spa Management became employed by the Town of Secaucus. Despite the fee charged by Crystal Clear Pool and Spa Management to the student for the certification, the Town of Secaucus was also billed to ceritfy the students as lifeguards. Additionally, some instructors were also being paid by the Town of Secaucus to teach the class, despite Crystal Clear Pool and Spa Management charging the students their own fee.

These certification classes were instructed at the Secaucus Recreation Center, 1200 Koelle Boulevard, predominately by Megan R. Wofsy-Flanagan, who is also the Town’s “Head Lifeguard.” The Secaucus Recreation Center, which is managed by John T. Schwartz, is able to be rented by residents for their personal use, but for a nominal fee. There is no evidence that Crystal Clear Pool and Spa Management ever made a payment to the Town of Secaucus for the use of the facility to conduct their private business, despite the pecuniary gain profitted by them. John T. Schwartz was also present during some of these classes at the Secaucus Recreation Center.

On June 10, 2025, John T. Schwartz, Frank N. Flanagan, Joseph Ferrara and Megan R. Wofsy-Flanagan were all arrested by members of the Secaucus Police Department assisted by the Hudson County Prosecutor’s Office, Special Investigations Unit.

Also, on June 10, 2025, Court authorized searches were conducted at the Secaucus Recreation Department, both 20 Centre Avenue and 1200 Koelle Boulevard, the residence of Frank N. Flanagan and Megan R. Wofsy-Flanagan and some vehicles. During those searches relative evidence was recovered.

“The Secaucus Police Department will investigate all allegations of criminal conduct, regardless of the positions or titles held by those involved,” Chief Dennis Miller said. “It is unfortunate that the public’s trust has been violated, however the Secaucus Police Department will attempt to restore that trust by holding the individuals involved accountable.”

“The Town of Secaucus is very disheartened by the alleged actions of the employees who have been charged,” Town Administrator Gary Jeffas said. “That being said, we have taken swift action and can ensure the public that any violation of their trust by a town employee, or anyone else, will not be tolerated.”

John T. Schwartz, 61, Frank N. Flanagan, 32, Joseph Ferrara, 27, and Megan R. Wofsy-Flanagan,31, all of Secaucus, were charged with Theft [2C:20-3a], Conspiracy to Commit Theft [2C:5-2/2C:20-3a] and Theft of Service [2C:20-8]. Frank N. Flanagan, Megan R. Wofsy-Flanagan and Joseph Ferrara were additionally charged with Burglary [2C:18-2a(1)]. They were all released pending their appearance in Court.

These charges are merely accusations and the defendants are presumed innocent until proven guilty. The investigation is still ongoing.
